How to Access a Locked Facebook Business Account
If you have a Facebook Page you can no longer access, and you wish to retrieve it, Facebook may ask for a notarised copy of documents. To do this, you should contact someone on Facebook and they will be able to determine what the best course of action will be.
Being locked out of a Facebook business account can happen because the person that created the account reassigned someone as an Editor, and then removed themselves as the administrator. Therefore, they would have deleted their own Facebook page that firstly created the business account.

What Documents Do You Need To Access Your Facebook Account?
Our clients receive emails from Facebook requiring the following documentation:
A copy of a valid government-issued photo ID, such as a current driver’s license or a passport, of the individual signing the statement.
Along with a notarised and signed statement from a person with enough knowledge and authority over this matter that includes all of the following:
a) A description of your relationship to the Page (and authority to request a change in the person(s) who manages the Page)
b) The name of the current person(s) who manages the Page
c) The relationship of the above person(s) to the Page
d) An explanation of your request, and whether there has been a termination of the employment and/or business relationship with the named person(s)
e) All documentation supporting your request
f) The Facebook account or email address associated with the Facebook account (or Timeline) that you wish to have added as the new admin of the Page
g) A declaration under penalty of perjury that the information you have provided is true and accurate (your statement must include this language).
Reporting An Account on Facebook
On the Facebook website, there will be a reporting form which may ask you to submit a notarised statement.
